It's a great deal for UK.
$99 isn't really achievable in the UK or most of Europe for that spec unless you're fine with consumer-grade $100 motherboards and cheapo NVMes from questionable providers.
The cost of keeping the server powered on alone would be at least 40% of that budget you have there without factoring in everything else that goes into server pricing.
