https://tornadovps.com/ is another option. They are single-homed to HE.net too, but at $20/month for 5 GB RAM and 2 vCores, or 2.5GB RAM and 1 vCore.
We have HE in our blend and all servers come with 1G unmetered option to upgrade to a 10g port as well.
Do you know other providers?
