I need a 1TB Storage server with 15TB+ BW. budget 50-60/yr
Need a Ryzen Nvme vps at cheapest. currently using GreencloudVps 25 GB nvme, 2GB ram 1core vcpu 3TB bw @ 25/yr. budget 20/yr
Need a Fastest Vps or Vds for encoding my own video files around 5TB total. 100-200GB space will be enough for rotate file. BW 100/mbps unlimited or 10TB will be enough. budget 15/m
If anyone can suggest me ffmpeg command for best conversation speed while keep file size same as input after watermarking text, it will be great.

You'll probably want a VDS and dedicated if you are encoding for long periods of time and maxing out the CPU.
i am ok with that, since i need it for one time only. and i will use a high powered vps for monthly work which will be small amount of encoding.
How many (average) hours of video encoding daily?
Based on this, you will be better off with VDS with NVME storage
low bandwidth for storage server.
at first, around 5TB video will be encoded. so first month or 2month will be full time. then, it will be only 2-3hours in 2-3days rotation.
You should consider a VDS with four Ryzen cores
or a dedicated server
in any case, you need to revise your budget
