RAM: 16gb or more
Disk Space: 100Gb or more
Disk Type: doesn't matter.

I will install a regular version of windows 10 Pro on it (I'll bring my own license).

Billing period: monthly.

    Indeed, this would be perfect fit on all but Windows 10: https://pulsedmedia.com/minidedi-dedicated-servers-finland.php and cost only 24,99€ a month.

    Then again he can just install proxmox, do NAT and install Win10 as a guest, preferrably with extra restrictive firewall.
