If the situation re. hosters/choice in Belarussia isn't that great why not simply use a russian hoster? There are quite many to choose from, ranging from cheap (e.g. ihor) to really quite good (vdsina). Most of then are in or around Moscow and the distance to Belarussia isn't a killer either.

Vdsina? This is a subsidiary of Mсhost, read about them on the Internet

Vdsina? This is a subsidiary of Mсhost, read about them on the Internet

I'm a happy client since quite a while. The only russian hoster (at least of the cheaper ones) where I've really seen network speeds of about 500 Mb/s.

Anyway, the two hosters were just examples.

Maybe something changed. My benchmark showed that to Moscow one can get (nearly) full speed (was 1 Gb/s back then irrc) but it's only with Vdsina that I also got 500 Mb/s (or close to that) to locations like NL,AMS DE,FRA, etc.
