There are many providers and sites where I can buy Hetzner, OVH dedis, VPS and web service packages.
How can they do that?
How can they handle LAW problems (E.G. adult site owned on this)?
I thinked a lot on the technical aspects of this. At OVH there is an excellent API that I can use to do everything as I want and Hetzner has the Robot API too. So I think that a good programmer can create the first lines of code that required by an auto provision + OS install + reboot and other neccessary features.
So if I can do it technicaly, what are the possible LAW problems? Type of hosting? Usage of the server? I think that special edition of servers is a factor of success. What can I do to do not lose any machines?
I thinked on it a lot.
In my opinion starting a VPS hosting is hard if I do not have own ASN because some users avoid providers that do not have it. I do it too.
I know that it requires a starting budget, a lot persistence and it is not a quick way to get money. So I do not want to start my company because I have very noob questions and I think that it might be a very very short story. However, I'm interested in more aspects in this topic than the technical.

I'd like to help but I'm having a really hard time understanding what you're actually asking.
Like any other provider really. You're not really responsible for the content that clients hosts on your systems until you are aware of it. So the provider will forward any unlawful activity to you and you'll be given some time window to handle it before locking your server.
My question shortly is that what are my requirements if I am a provider that resell services.
For example: I have a wel-priced Hetzner server and I'd like to provide it to someone. I don't want get much money from that but I don't want to lose my server.
I think that creating an user password combo to manage the server is not enough. What can I do when this user torrenting over public tracker? If Hetzner notifies me once I forward it to my client. Will i got any strike or sanction? If user does more than a public tracker torrenting, E.G. childporn, and Hetzner reports it to me, can I keep my server if I kick out the customer? And will the police search me regarding this situation, or will it be ended with a notification and stoping this? So shortly if my user conflict with the LAW or ToS is it dangerous for me?
I don't want to start business on it, but I thinked a lot that if I got a good deal (e.g. limited edition server, well-priced server), I might resell it if not requires much time as a full-time job and with this, I can keep the server and I can cancel the rental in a correct way if I need it. Or customer can cancel the rental from me if he/she do not want it anymore.
So when I have a server, resell it and user hosts a torrent tracker from it, Hetzner notifies me and if I ask the user and he/she stops this, I will not affected negatively? And when I give it to another user and the tracker hosting repeated, what will Hetzner, OVH or others do?
Interesting too the tax, because I don't want to realise profit from it. But if the user pays me the fee of server, for example server 40 Euro, i ask from the user 41, will I have tax from my profit, 1 euros or 41? Because the latest, I need to work with higher prices but I don't want it. It is a hobby and I only thinked on it to keep my well-priced servers.

He's probably talking about selling to the average Joe, not on LET.
Still, the question is vague and the answers many. Laws are different in every region. You will have to deal with both the provider and the local authorities involved. The first step is to make sure you make it clear in your TOS that such activities are not allowed on the server, after that we can right pages and pages of different aspects of the business. You need to do more research and ask more specific questions.
Exactly.. he should have something which I might be interested in. But I think he is looking to resell in the local market.

I think on the hosting market its not possible to get much profit until you can offer something special to your customers.
First is to clearify what is your target of customers on the market.
LET customers expect good products and low prices. Thats not what you can offer at the beginning.
So you need to make your offer a bit special. ( 10 G ) for example.
I am also thinking about starting my own hosting business. Thats verry difficult to say what will work and what not.
I collected information about the LAW environment too in my country. It seems that it is not possible in this way, where I do not want realise profit and only want to resell the server on the order price. I must need to pay different taxes so I must get a small profit to pay it.
