I know this budget is too low and now I am looking forward to assume a PC such as X99(E5) for myself
and use it with FRP

Oracle offers a free ARM vps with 4vcpu and 24GB ram, 200GB disk is included free as well. Bumping the ram up to 32GB will cost 8.71 a month, so roughly 100 a year.
