Any s3 compatible cloud storage services with these features?

• support IAM rules/policies/something else so I can restrict the access key to make sure it only has permissions of specific bucket, cloudflare R2 or idrive E2 do not support this feature
• free ingress/egress/requests, only pay for storage, same as wasabi
• PAYG/pay as you go
• paypal, idrive or wasabi do not support this payment with the PAYG plan

Also I think Wasabi has a limit to their free egress

Wasabi egress is only free up until the point you've egressed 100% the size of your stored files, after they they may suspend you.

I may have misunderstood your first bullet but E2 allows you to select a specific region and/or bucket for an access key, you can select one, multiple or all buckets.

You're right, my mistake.

The issue of E2 for me is the payment method.

Read the various posts on iDrive e2 issues/availability, and you will soon get to the conclusion that the least of the issues is the payment method...
