Found a few dedicated servers in my budget, but OS reinstall not usually free after first reinstall and I do that often. So I decided to look for a VDS/Hybrid.

Why not create your own VPS on those dedis? Free reinstall.
@Nanja Yesterday I got a server with FiberState after seeing them post something a day or two ago. If Utah works maybe try their dedicated server out and just install something like Virtfusion or Proxmox so you can run a "VDS" on it. Their Ryzen 5700G, 64GB RAM, 1TB NVMe is $49/m. Obviously they are newer, but I decided to order a server since they seem to have their own facility. Hardware is good after testing and network is able to max out TX to most locations on gigabit, despite it seeming to be Cogent/HE.
You won't be able find a VDS/Hybrid with those specs. Sounds more like a Dedicated server. Maybe @MikeA can help you with this since you are looking for US Central. Other than that, I would look at @DataWagon ReliableSite @MrRadic and @crunchbits depending on your budget.
