    From experience, they always order the cheapest VM with us, receive a random IP from a block and start spamming.
    For the blocks they see mail providers don't immediately mark as spam, they open tickets on all of our sites asking: Please server from range xxx.xxx.xxx.0/24.
    No matter how hard you try to explain that it's an automated process, you don't manually provision servers and you can't assign certain IP to them; they keep insisting, until they get tired, I'd guess.

    Heres what i do to fix "The Turkmenistan Problem":

    Cloudflare;
    Block Turkmenistan (you can block countries)
    Block VPN/Proxies
    Create ASN Bann list. (ASNs Like Datacamp, m247 and co. host alot VPN. Also Block Turkmenistan ISPs.)

    WHMCS;
    Setup Fraudrecord to Block Orders from Anonymous Networks and Orders where visitor ip not equal billing country

    Any Ticket asking for available subnets or If Change ip is possible are denied.

    Meanwhile i never saw such a case again in months.
