Here's a network censorship presence list of Virtual Private Servers and Dedicated Servers providers in Russia. Originally posted on NTC.party.

✅ — the website is reachable over HTTPS
❌ — the website is not reachable over HTTPS
😕 — the website is reachable only sometimes, unreliable connection

Only all 6 ✅ mean that the network is free of censorship. You should prefer these kind of servers if you're looking for a VPN in Russia.
In case of a censorship test box, one should prefer all 6 ❌.

Unreliable results marked with 😕 are usually due to multiple uplink ISP connected to the provider, some of which implement block and the others do not. The same applies to the results where some of TSPU-blocked websites are reachable and the others are not: only part of the traffic is routed via the network with censorship.

The network links for the test are courtesy of looking.house.

    Could you please test reachability to Tor Guard's(not a vpn service, just guards used for Tor) and I2P next?

    With the recent changes in local legislation, 100% of hosts will be required to use TSPU DPI. Therefore, it will be necessary to update this list in the next 3-6 months.

    I feel this could be simplified a lot, merge each 3 entries for the individual websites into one (2 columns instead of 6). My rationale is that if a provider has any censorship at all, it is entirely unusable as a general purpose web browsing proxy/VPN (which is main reason I would care about stuff being blocked/unblocked on VPS). There is no use to know if some "kinokrad.win" is randomly unblocked by chance, as long as any other column has "X"es or failures in it.

    And somehow emphasize the all-green providers!

    Currently, almost every country blocks certain resources for various reasons. For example, in Turkmenistan, most of the Internet resources are blocked by the government. And this is not just one such country. In Turkey, many resources have been blocked. In Ukraine, the Baltics, and the UK there are also blocked Internet resources. And the further we go, the more such blockades will be. Therefore, it is important to understand which Internet resources are blocked.

    Hardcoded Guard nodes of Tor nodes are blocked via TSPU, as well as many VPS providers and news websites (incomplete list). Also TSPU implement protocol blocks, such as QUIC, which is filtered to some destinations, and occasional VPN protocol blocks.

    Non-TSPU links block only websites and IP addresses listed in the registry.

    The table was initially created for anti-censorship community, which is picky to details, and also more focused on getting VPS with all the blocks (similar to residential connection) instead of a "clean" one.

    Each domain provide some information for the anti-censorship community, but you're right, it's probably not as important here.

    Well, software like GoodbyeDPI and zapret allow to bypass the blocks most of the time, so no entirely unusable.

    @ValdikSS another topic, yesterday I started to see some WireGuard blocking - on Dom.ru, Beeline and Tele2. It would be cool if you could somehow check for WG reachability as well. Only RU<>foreign, within RU it works.

    The blocks happen from time to time and may be lifted soon (or may stay forever), and most of the time are applied on cellular operators and limited amount of wired residential connections.

    I can't send arbitrary traffic via the looking glass, could test only HTTPS websites in addition to public methods.

    yes, ”the west” does it too, although to a lesser degree
