Looking for a budget DMCA-ignored server to run personal VPN

I'm currently looking for a budget server to host a personal VPN. I plan to move from my current managed VPS and want a price that can be as competitive. VPN will be used primarily for torrenting on public trackers, so DMCA-ignored is preferred.
CPU/RAM/Disk: Enough to run VPN service (e.g. Wireguard), 1 CPU/2GB RAM/10GB disk would probably be more than enough
Bandwidth: 500MBps speed minimum, higher is better. At least 500GB/month should be fine for my use
IP: Single address IPv4, ports would be nice to have
Location: Anywhere that is DMCA-ignored
Budget: Anything less than what I pay for my managed VPS; roughly < $26/year
Payment/Billing Cycle: Credit card or PayPal, preferably billed yearly or more but I can take less

Thanks for replying. Micro-1 looks good, but I don't think I'll need 30GB disk since it's only for running a VPN. It would also cost more than my current VPS.
