webhorizon doesn't deliver the service that has been paid, not replying to ticket. scam?

on 12 June 2023, I ordered email hosting from webhorizon for $6.38 per year using this link: https://lowendtalk.com/discussion/comment/3673064/#Comment_3673064 and paid the invoice right away. but until now the service is still pending and they are not replying to the ticket.

on 13 June it's still pending so I opened a ticket asking about my order. but no reply.

on 14 June out of frustration, I wanted to cancel my order and made a refund request. opened my second ticket but no reply.

I thought webhorizon is credible provider on LET, and I wonder if I'm being scammed by webhorizon since not a single word from them since payment has been made and the service is nowhere near the horizon.
should I escort my last effort to open dispute on PayPal or wait for another eternity?

I typically refrain from speaking bad about businesses, as from one business to another, I know how difficult it can be to run and have good will.
But to be honest, it has been dumpster fire.
In starting @Abd had chat support, and atleast was available to answer queries.
Then that went away and ticket system became main.
Tickets can get answered anywhere from a week to 2-3 weeks.
I have a ticket (they answered) that's not been closed since December.
On most of the Hosting Providers I open 3 tickets in a year, this one already has close to 10 from me.
On top of that, downtime were crazy on LXC.
I haven't been using their VPS for months now, asked for pro-rated refund, money down the drain.
I had a ticket with them for over a month for a service that they partially delivered and only until I opened a PayPal case they started replying lol. I understand that they were with a lot of tickets, but then don't open sales until you have everything sorted out.

Not scam, but very slow responses because webhorizon is single man operation.
Maybe he is on vacation overlooking the horizon instead of webhorizon.
I hope it's not scam, just very very slow response. In my case, my email hosting delivered instantly. Maybe he ran out of quota? Who knows?

Could be that the domain they signed up with is banned. There's a user who keeps signing up under resellers to send Roblox phishing emails. I've had at least two resellers ask me why provisioning failed for the user, which makes 3 they've hit so far.
Or they're a customer of another reseller on the same server and the domain already exists on the box.

actually there are few good, LE and premium providers in India having either using American DC or Indian. I've tried some of them.
update:
webhorizon finally reply my ticket nicely, and refunded me as I asked.
now I can enjoy my vacation sitting at beach watching the sunset at the horizon.
