i want to host minecraft server and some service like jellyfin. but i cant expose it due to my isp using cgnat which is not let me to port forwarding.

If you from indonesia, biznet gio is the choice which start 50k IDR for 1 core 1 gb RAM and 60 gb SSD.
Or If SG there Hosthatch or Kuroit.

You should up your budget, in SG $5 is a good start. You can go with;
Vultr is reliable from my experience.
They have a $3.50 plan with 500GB of bandwith and a $5 plan with 1TB.
they don't allow for tunneling activities.
I dont know what tunneling activities, but I port forwarding my git server and nextcloud from my home pc, and this been 3 months. No warning so far.
Or safest option there herza as @febryanvaldo said or pick SG like as I mention before.
VPS was super stable, Performance was okay-ish which something same experience I got from vultr.
I don't do any hard work on this VPS only for port forwarding and SSH Jumper.

AFAIK herza id is not allowing vpn activities for their regular vps.

Probably what they said was public VPN which make hassle when people abuse it. As long you not abuse anything, everything was fine.
I do tunneling (ssh, v2ray, xray) for like 4 months using their Gio Lite with no issues.

It's about the BW bro. They don't allow it because their BW mostly unlimited. That's why they have special plans (Herza) for that (tunneling).
But as @ailice said, as long as you are not abusing the BW, i think it's fine to use regular plans whether SSD or NVMe ones.
