Private tracker, tool and vps? I dont follow. Are you talking torrent trackers? If yes, i have access to some of them, and you dont need tools or vps for that.
would like to host a a site that share private torrent trackers site myself.
Gazelle and UNIT3D are the main software. XBTIT is also used, is much older, but from what I've read offers a lot of customization.

Private trackers are still quite used. Many people still need them, depending on where they live or country firewalls. Nowadays private trackers are specialised in a specific "topic", such as software, adult content, movies, Asian culture, anime, and so on.
The VPS for tracker would need to be in a country with lower enforcement for DMCA. The tracker does not hold the data, but it keeps statistics. So far I recommend Romania; but I am not completely sure if it is the best choice. Don't forget to read your provider's terms and conditions before ordering.
If you succeed in creating your private tracker project, drop a few giveaway invites on low-end communities too, just to spice things up and get some exposure.
