I have an odd question, but I wanted to get it out there. Are there any VPS providers In America or Canada that are cheaper than hetzner? If not, are there any in the world that are cheaper. I am trying to look at my options.

The cheaper you go, the more quality and reliability suffer. Make sure you understand your priorities.

Well, what do you need specifically? Plenty of providers are cheaper if you need less horsepower.
