what do you mean? I know of many places can change your IP or hide it?
The best place to change your IP is probably your internet provider.
If you are looking for anti DDoS like that site you linked.
Have you taken a look at a CDN to hide your IP or protect from DDoS? I use cloudflare for free to protect http/https.
You could also use other services/methods for this purpose.
What are you looking for? I feel like the question you gave was a very open ended question.
Edit: I mentioned CloudFlare, but I found out koddos already has cloudflare. They are a partnered company, I did not know this.
