@xtom's Hong Kong location has great connectivity to China. A bit above your budget, but was the first provider I found in the region that had good connectivity to China.

Just because they make a huge money on commercial lines but they're very cheap for residential, like $5~10 a month for a 1G port with unlimited data. It's so crazy.

Of course because almost everything worth connecting to internet is banned for residential connections

If the residential line tells you that you can get 1G for $5
You can get 1G for the download port
but your upload port is only about 20M

Also, ISPs will advertise through DNS hijacking/http hijacking
