But ITLDC has UA location. Not cheap (at the moment) but reliable for me.
I would not call it cheap. But for me works good.
Routing to RU or nearby is bad, but it is understandable.

but not accessible most of times even by hetzner vps

From what I've looked into myself, it looks like they're renting from Hetzner and have some IPv4 tunnel setup with some nobody provider, which could be where the issues are arising from. The upstream on the range you're testing is MDCLOUD LTD (AS203394), who seems like a nobody provider with an 8-month-old ASN.
Don't quote me on this, It's just a guess.
They just rent dedicated servers in hetzner dc. They wrote they have problems with new 7x in hetzner.
Ukraine dc works well for me. Good connectivity to proxies nearby.
I asked Hostiko.com.ua via PM and seems like the issue was caused by some DDoS attacks, from what I understood the reason is that they supports Ukraine

But now theyre only legendary in ingnoing their custommers on their requests, don't know about connection quality due to I've left their services , cause I had to manage/fix all emerging problems by myself
