Low Budget VPS for VPN Server

Hi, I need an ultra low budget VPS to use it as my personal VPN server.
I know it must be shared ipv4 to be this low price and it's ok. I don't care about specs really as long as it can run an x-ui panel. I'm looking for something around 5$/yr. Thanks in advance!

You can create a free VM on Hax or Woiden. However, it is quite difficult, because the number of seats (VMs) is limited and is much less than number of users trying to get them. Also, you need to confirm active usage every week.

there is also lokinet, its an anonymous network similar to i2p, it should not be blocked in Iran. it works fine in mainland china for example.

Yeah, I have. They worked for quite some time but now most of their servers are blocked and cannot be accessed
