Most VPS providers block SMTP by default and some block all mail ports together.
Generally if you submit a ticket asking to unblock mail ports they will allow it though.
Some do have a rate limit on said ports.
or if they start to get abuse notices then will reblock the ports.

Based on a series of VPSs, specifically for running mail and dns, so far with 8 separate providers to date over 17 years.
The only blocked port I had to contend with was with RackNerd. Port 123 blocked upstream and it was quite an exercise to convince them (though so easy to check!).
None have blocked port 25, or required a ticket for it, so I think this is the norm.
There will be exceptions. Based on my experience, if SMTP is blocked I would hope it to be stated up front in the terms, but you can of course ask.
In our case. We don't block port 25 by default in our Moldova VPS.
But it can't be used for spam or getting IP Blacklisted the server will be suspended.
We believe not all clients abuse of servers, but when this starts to be a issue. We can block port 25. If required due to high abuse.
