Cheap hourly billing GPU machine?

Hello, I need an hourly-billing GPU machine for video transcoding.
It should be NVENC-capable, so NVIDIA GPU.
The location doesn't matter, but it will be great if it is in the USA.
For GPU, any one that can do NVENC is ok (aka. above Turing)

    Tensordock core cloud has storage only billing when your vm is offline.

    NVENC exist since the Kepler architecture; codecs supported at the Turing architecture aren't differ than the Pascal architecture
