Most probality no but , it s possible usage VirtualBox or similar Virtualisation application for create Linux container inside of Windows VPS

Who is the provider ?
You can install docker and setup Linux as a container.
So are you saying your plan is to install Windows from the provider panel, and then run The Ultimate Powershell Script of the Gods to convert it to Linux?

If OP has the ability to upload and boot from an ISO, then he should just install from whatever Linux distro he prefers. Sounds like he can only install Windows.
Who said anything about a iso you can mount the boot partion in windows and change the efi
