OVH service transfer to a new customer account

Hello,

I'd like to transfer a service from my nic handle xxyyyyyyy-ovh to a friend's new account. Both of them in IE but the new account's nic handle shorter than mine xxyyyyyy-ovh. I try to do it from the procedures > service transfer page, however, it says that the new nic handle does not exists.

The new account created yesterday evening and the user can log in to them.

What might be the problem? Why I can't start the transfer process?
