You don't need cooling.
You need heating, or the system will freeze up.
Earth magnetic fields are at the strongest east South Pole.
With the right equipment, power and bandwidth can be gathered from earth magnetic fields.
20 amps power is no problem.
Bandwidth is only 100 Kbps though.
