2) 2 GB RAM
2) 20 GB NVMe
3) 1 Gbit/s. 5 TB is fine
4) UK/France/NL/DE/PL as location
4) Budget let's say 5 EUR/m, but can go up, depending on the offer.

It's located in Netherlands, DMCA ignored but pubic tracker discouraged.
Traffic is 4TB but it only counts egress.
Yes, monthly billing is available.
I am current customer of their EPYC plan and there's no downtime caused by provider in past three months.

For production - I personally use Hertzner Cloud in DE and US.
20TB bandwidth is a pretty nice bonus.

Also use Digital Ocean and Vultr for production. Since Vultr introduced their bandwidth pooling recently - they have became a pretty solid choice, considering the vast amount of locations.
