Renewal rates are crazy for this extension.
Yeah they're actually more than going through register.to.
As for any one selling the extension for cheaper than the official registrar, let me know who. After dropping $73 on another 2yr renewal, it would be nice if someone was offering it at a better price.

Actually you can pick up a 100yr domain from tonic for $200 less. Everything else just costs more. 🙃

Where do you want to move it? Tonic is the maintainer of the .to top-level domain. You can't get more "official" than that.
They may react differently to abuse reports going straight to them as a registar not like a tld(about which they apparently dont care).
