Depends on the generation of CPU TBH, but it also depends on other details of your project and the kind of load you expect, various cost considerations, etc., etc. I'd look at other system needs first, make a balanced decision. People spend way too much time on CPU considerations when they should also spend time on other system specs, not to mention reliability, network, support from your provider. Good luck.

Best overall for php right now is AMD Ryzen 7950X and Intel Core i9-13900K, but if you go for budget VPS then you likely will have choice like EPYC 7xx2 and Intel Xeon Gold.
Overall if you want simple answer then newer = better.
Old AMD will be worse than new Intel.
Old Intel will be worse than new AMD.
