Unless the VPS is hosted by your ISP, otherwise I don't think such low latency (< 3ms) is possible.
When I ping-ed the gateway of my ISP, the latency is about 2ms.

That's why Im looking for looking glass - to try my luck.
Right now I use Kamatera (got 4ms) - but is is a bit $$.
Tested MR.VPS (Xhosts?) (got 2ms) - but I am a bit skeptical about their after sales service (example that rings the bell is that there is no way to delete added credit card)
Check out PlatinumHost. They have been great for me and they support tor relays so you can definitely use it for high bandwidth.
But, it seems like they are out of stock at this moment.
But it'd probably help if you say what provider you have for your other host that you're trying to connect to if you really want latency that low, because it's probably only possible from someone in the same DC.
