I made this question to myself also research about this but i want the truth who is behind the internet ? Who is inteligent enough to answer the truth ?

Nobody owns the internet. It's us all. Peering with each other, network to network, device to device.
If someone has the power to shut it down, that’s the owner. Though I’d be interested to see how far the “internet kill switch” from Obama’s years would actually reach, I suspect it’s pretty far because there’s a noteworthy portion of the backend of the internet as we know it right here in the US. If we were wiped off of the map today, I don’t think the internet as anyone knows it would be there tomorrow, it would take a while to build it back up.
Things that are by nature decentralized don’t always end up being that way in practice. It’s not hard for the wealthiest and most powerful to control decentralized networks by gaining control over the most vital points, be it by controlling the most influential peers or by controlling the repos.
I mean, if it’s controlled by a million computers owned by a million people, buy 3 million computers and pretend to be 3 million people.
