It's puzzling that if you have a large amount of small files with high frequency of access, the cost of Cloudflare R2 will become very high! (due to the accumulation of a large number of Class B operation fees). At this point, it's better to use other object storage and use Cloudflare's free CDN.
No cache? Strange! How about backblaze b2 + cloudflare?
