There's really really nice KVM VPS service for $15 / yearly or even less if you pay for 3 years upfront. I know that this is $5 per year above your price point but hey, you get really nice resources and stable service for only few bucks more yearly.

I vouch for them as well.
I have 100% uptime with them since last 8 months across 4 VPS.
Yabs is fantastic for the price.

Only reason I don't take more servers from them is, I don't like to keep all eggs in same basket.
Redundancy is important.
