Amazon Lightsail has some APAC locations at 3.5/mo for a 512MB RAM VPS. That's the cheapest I could find for monthly payment in this region.

+1 to this, I'm not sure if you'll be able to find better from a reputable provider other than OVH if you can still snag the $1 USD p/m starter VPS deal.
