Does ASInfo such as https://bgp.he.net/AS132132 provide useful information about ISP?

As above, I was observing how my ISP which used to have a lot of links to tier 1 provider and gradually start reducing them and end up with mostly Tier 2 and below provider for peering. At the same time I feel like the performance is dropping. Are those information good enough as indicator of ISP or totally just a coincidences that I am observing that.

    Its generic ISP with only interesting thing being that it peers with Colt which is mostly known for the anti-ddos that they offer in various colocation locations in EU.
