Yes, you only need to register an account to see lifetime license offers.

But with Softaculous licenses for example, you can move it to a different IP. DA does that as well If I remember correctly.
Yeape you can move some and others not so much. Apis is tied to the IP of the machine, Softaculous does not do this, DA will let you migrate but takes some back and forth. Used to be that way anyways, not sure about it so much now I have been gone for a bit.
License displays activation IP, but it's not required when issueing one.
For migration, trial license may be issued, which is unlimited and valid for one month.

They do not unless specifically set in the license portal. Licenses are fingerprinted to the originator, not server IP. When a license transfer is initiated, the license allowance is moved from the grantor to the grantee's account.
