Not inherently bad. Can't expect to have low latency to everywhere. Timeouts in between there is just about ICMP on routers in between, MTR will show if there's packet loss to the end point.

Hello! When you ping from Barbados to Phoenix and ping 100ms~ - its ok.
Could be better for sure.
