Multi location/multi panel hosting

Hello, some hosting companies offer 6-7 different locations and 3 different control panel options. (Generally Directadmin, cpanel, plesk etc.)
And some hosting providers that do this are small to medium sized. It's a huge cost.
So how does this happen? So you can set up 2 or 3 different panels on the same server? If we drop that we're going to use different servers for each, 21 servers are needed, and that's crazy.
Is there anyone have an idea?

If they're small they're probably resellers of someone bigger or you underestimating their clients.
Managing and having support for 3 different panels is impossible/stupid/big hassle at smaller scale.
Can you install these panels on VPS? Yes, you can.
Can you make own VPSes on dedi? Yes, you can.
So now you have answer - of course you can install 3 different panels without any conflicts.
Amount of servers isn't crazy. Amount of wasted resources because you cant balance resources between these servers (different panels) is indeed crazy, so nobody would do it that way.
Also are you sure, that panel availability isn't limited to some locations?
For example ExtraVM has SPanel in USA and DirectPanel in EU. Technically two panels, but in practice you have no choice.
