We used to do something like this in NY. However, commitment rates went way up on power so we stopped doing so.
It's quite the deal Ours I think was 1kva with 1g unmetered for $500 back in the day. Now we require the full 30amp 208v. Don't think the data center liked our massive growth we had on those deals. Ideally it's not really worth doing those small deals unless you have large space with limited power.
We did ours more so in a way to help customers start with a full rack and grow it out after a few months. These days with power costs going up everywhere it's getting harder and harder to find those types of deals.
I mean it's honestly fine for what it is, you make a lot of compromises for $400/mo colo. Basically no matter where you go, at least two of the following will be true:
1: You'll be in a shithouse DC
2: The network will be terrible
3: You JUST get the colo (no interesting IX, peering, etc)

They did it in their own (pretty shit) DC, using telco racks etc. It probably still makes them money at $400/month.
They cut a lot of corners.

1kVA single phase if I remember, our customers have used them, power cut off happened every year so we moved all of their cabinets to Equinix SJC now.
I'm curious what customers HE attracts at that facility and what their racks end up looking like.
The cabinet doesn't come with square hole posts by default.
Also, it's 110V and 1 AC circuit only.
NOCIX might be a better alternative.
