I found an astonishing offer from a major German ISP, Strato. They offer several cheap VPS in Germany, starting from just €1/month. They all come with an own IPv4 address.

The cheapest offers are:

• VPS ENTRY Linux V3: €1/month, 1 vCore + 512 MB RAM + 10 GB SSD
• VPS ENTRY Linux V5: €2/month, 1 vCore + 1 GB RAM + 30 GB SSD
• VPS ENTRY Linux V3: €3/month (first month free), 1 vCore + 2 GB RAM + 50 GB SSD

Bigger packages include:

• V-SERVER Linux V10: €5/month, 4 vCores + either 4 GB RAM + 500 GB SSD or 8 GB RAM + 300 GB SSD
• V-SERVER Linux V30: €9/month, 6 vCores + either 8 GB RAM + 700 GB SSD or 16 GB RAM + 500 GB SSD

Unfortunately, everything is in German. They also have websites in other languages, but there the prices are far higher. Deepl might help...

I haven't yet checked out. The opinions on Strato differ, but they most likely will be far better than many of the cheap providers (except for Racknerd, Racknerd seems unbeatable to me).

Nothing new, the 1€ is still a promo, its running on a loss, IONOS had that too, they killed it, I guess its a matter of time when Strato will kill it too.
Its not KVM though.

They oversell to shit.

It's based on openvz with many hard limits in place. Not so long ago they also had massive problems with their storage cluster what made thousands of their V-Servers unusable for weeks (https://www.heise.de/newsticker/meldung/Lang-anhaltende-Stoerung-bei-Stratos-V-Servern-4727320.html).

It used to be available on every branch / regional website from IONOS.
Now its either gone, limited to 6 months, also it used to be recurring.
