Looking for providers that offer a reliable Ubuntu VPS in USA or Canada, spec requirements inside

Hello all, first post here. I've been lurking on and off for years.
I'm trying to find a provider that meets the following requirements (higher is fine of course) that has a good reputation for being reliable and at least decent customer service in the USA or Canada:
- 4 cores (2ghz minimum)
- 8GB RAM
- 15TB traffic (500Mbps+)
- 400GB SSD Storage
- Ubuntu
- 16USD/mo or less
The closest I've found is Contabo but it is a bit higher priced and I know there are a ton of great providers out there that I don't know about. If you have any suggestions, please let me know!
