Hi @davide I would suggest you to check ionos.eu, they have small one for 1 USD/Eur a month.
That is actually a good one. They have free "stock" available in Netherlands. If you chose Spain as a region no free servers are available for the free Tier.
I use noez.de for a http proxy in Germany, LXC, 1 core, 256mb ram, 10gb HDD, 150mbps, 1TB bw, 1 dedicated IPv4. 1,29€/mo. It's been good/stable, no downtime for the 12 months I've used them.

Thanks for the suggestions, I assumed a VPS this small would be cheaper. I'll rather buy a full-size VPS then, the cost difference is minimal and it'll better handle my geofencing problems.
IP addresses are expensive, electricity, inflation, etc. killer deals in past BFs are gone. Good time's ended.
Already using their ARM free trial since last year, works excellently well, but it's in the USA and I'd avoid the trouble to relocate it, if even possible. Beside, I want to pay to avoid the risk of termination.

It's massively over-spec for your requirements, but at €15 per year (currently £12.90), you're unlikely to find anything else with a dedicated IP for cheaper.

Thank for the info, as I found nothing particularly cheap with dedi IPv4 in Europe, I scrapped the cheap proxy hypothesis and instead I moved my networked software into a full-size VPS in the UK. It's $25/year renewable, 4 GB, 4 TB at GreencloudVPS: https://greencloudvps.com/billing/store/budget-kvm-sale , good deal for its specs, and it's working very fine for my needs.
The solution of proxying thru Europe from my USA VPS instead would have been preferable only with a very very cheap proxy as specced above, which I haven't found.
