CrocWeb offers directadmin accounts for reseller. Not cPanel.

For fast, I would suggest @speedypage , I have been using their reseller and have been pretty snappy. Other option would be @ShockHosting , they are good as well.
I am sorry, I did not notice that there is no cPanel in this offer. So even I do not recommend here
