I am looking for a partitioning tool for Linux that has a text based graphics interface, ie can display layout and progress using chunky text, a bit like clonezilla or the htop type of interfaces.
Does GParted or other related tool have such an interfaces?

try cfdisk, see if u like that
Rich text, cfdisk is the way to go
For pure-text based editing there's parted and fdisk
