Slow speeds from USA to BHS vs USA to FRA

I have VZ Fios Gigabit setup.

I am trying to find out why upload speeds to SyS at BHS are terrible compared to SyS FRA. Same server specs. Infact BHS has 10gbps for incoming.

I use a Windows desktop connected via Ethernet. Using Filezilla client for transfer.

Upload
BHS: 5mbps
FRA: 17mbps

Download:
BHS: 24mbps (OK I guess)
FRA: 15mbps

What's the best way to identify an issue if any either from FIOS or SyS seeing its a Windows 10 box.

Any suggestions? What tools/ reports I can generate and use in Windows? Who would be best to help... FIOS or SyS support?
