Does someone offer a vps in South Africa or South America?

I'm curious, why a VPS in south Africa?
If possible, I'd raise my price to 99 rands (about $9.34) and go for the vps.co.za VS1 which is in stock because they're using mweb's network which has better direct routing to other African countries than most providers. Most other providers will route up through London and then back down again which can add 150ms-250ms of latency. ZAR is so cheap now, like 9 ZAR to 1 USD?! When I was there in 2009, it was 7 something...
10.39 ZAR to 1 USD. It's been falling all year.

Yeah, the routings are bad for SA to Africa, but you don't know what the route would be from Africa to SA. Going from Zimbabwe to South Africa might go the correct route.
