If your goal is to find a provider with good latency to your IP, then most of the tools mentioned here are good for that. If what you need is good latency to consumer ISPs in a region, your best bet is ripe atlas probes.

If you're looking for VM from us, we also have a page that would measure TCP latency automatically to find the nearest POP to the customer. (But if you have proxy enabled, the latency would be between proxy and our server)
