Edit: Just remembered it's no available in Russia, even though it's their main location.
So they start at about 6 EUR.

I looked and found justhost has okayish price, from 20 a year, maybe the state gets 1-2, I donated much more for the defenders.
I would have wanted something monthly at that price to test as the traffic is fair share and i am afraid i might have some torrenters around.
It is acceptable, if someone can best that, or give a trial because this is going to be a latency dependent project.
Also, commercial VPNs at about 50 ms would work too if they support wireguard or at least openvpn.

Russia sells mainly defensive weapons. Numerous Kalashnikovs are mostly unlicensed and were produced all over the world without the permission and knowledge of Russia.

Traffic volume is not that important, latency is, from outside Russia I am not able to go lower than 60 ms for some reason. I tried from france, germany, poland, cz, ukraine and romania, of course. I need ideally 30 ms, 40 could be worked with, some people in russia from residential networks went even below 20 so I hope i could easily get below 40 from a dc with presumably good peering inside, but not if I am on a best effort connection saturated by torrenters, i need stability too at all hours.

Thank you all. I went with justhost. There is some jitter, but it looks stable enough.
If there are significant variations, I will expand the tests.
Right now I am getting a bit over 30 ms at worst, usually it is below.
TBH I didn't expect it and when I had connection drops I was saying, fuck it, I got screwed. Turns out it was the other end experiencing problems, just as I was testing :P
