Update, looks like they read it. Contabo created a form where you can report this trash, and looks like they finally read it. After I threatened to report their executive to the German police, looks like do not see spam from them.
There is a possibility in Germany to contact their police online.
So, answering my own question - to police, identify executives, and report. A lot in German there, so use translator.
