Try hetzner / contabo or any germany provider that offer unmetered for bandwith
netcup allows you to use 80 TB monthly, but I'm not sure if they support Windows.

Basically you load the ISO into the virtual DVD drive, boot from it and access the machine via VNC. Then you install the OS pretty much the same as you do on your local PC. Don't forget you need to bring your own Microsoft license key. For the virtio SCSI drivers you might need to load them seperately.
Most likely there will be some tutorials on the internet. You should be able to find them with your favourite search engine.

Yes, Netcup allows you to mount custom ISO, as mentioned on their website.
Either their already have a virtio ISO in their repository or you can download it yourself and attach it as a custom ISO.
