Does it have to be google voice? There are other free options

It takes only five steps to get a Google Voice number while you do not live in USA:

    1. Travel to USA as a tourist.
    2. Buy a burner phone with $20 cash. Be sure to wear a mask to protect against virus and ensure privacy.
    3. Register Google Voice.
    4. Smash the burner phone so that FBI can't find you. It's not necessary to actually burn it.
    5. Depart USA and turn in your I-94.

Congratulations, now you have Google Voice and you don't have to live in USA.

  • Are you asking just because you don't have a US number to verify the signup? Sign up for a VoIP service that has a DID (a real phone number) and use that when signing up?

or make friends with people in the USA and ask them to do it.

Hushed sells lifetime numbers on stacksocial for under $20 from time to time. It comes with 6000 SMS and 1000 minutes of call.

They will usually recognize VOIP numbers so it's not that easy. In addition they can often tell (much better than others) when you're using VPN/proxies/datacenter IPs. They're Google.
Although it's still possible it can be a very frustrating process

In that case... Buy a US prepaid SIM card (whichever carrier is cheapest), get someone to send it to you, and use international roaming. Sometimes you can find them online for international shipping (for people preparing to travel to the USA).

It would be more convenient if there was a low cost service for receiving SMS

    free number for life

Google Voice number is not "for life".
If you idle a number for 3 months (no outbound call), it gets recycled.

Moreover, Google LLC can deadpool at any time, possibly before your death.
    Internet advertising is a bubble.
When this bubble bursts, there would be no more Google, and Google Voice goes with it.
This isn't a matter of "if", but a matter of "when".

My primary phone number (you can see it on https://yoursunny.com/m/ ) is Google Voice, but I make it clear to my contacts that they should check my webpage to determine my then-current phone number.
When Google deadpools, I only need to update my webpage.

I think it's against ToS to use GV outside of USA and canada.

If you G banned your gmail, then bye bye your GV number.

I don't see this clause in Google Voices terms.
If you find it, please point it out.
